Abilene Shifts $2 Million in Note Proceeds to Ball Fields, Facility Roofs

The Abilene City Commission on October 26 approved two resolutions redirecting $2,035,000 in existing temporary note proceeds to expand the city's sports complex and repair two city roofs. Both resolutions passed 4-1, with Commissioner John Kollhoff voting no.

Resolution 102626-1 adds three projects to the city's multi-year capital improvement plan: $1.9 million for phases 2 and 3 of the recreation improvements at the ball fields, including restrooms, concessions and field renovations; $100,000 for roof repair or replacement at the Public Works facility; and $35,000 for roof repair or replacement at the swimming pool.

Resolution 102626-2 moves the money from two projects funded by the city's $10.32 million in general obligation temporary notes issued in August 2025. The allocation for the 14th Street Industrial Park drops from $2.25 million to $750,000, and the allocation for the KDOT CCLIP roadway project drops from $1,341,000 to $806,000. According to the meeting packet, the city's share of those projects came in lower than expected because of favorable construction bids and grant funding. The total allocated to projects stays at $9.15 million, and the packet states the change does not increase the city's outstanding debt or award any construction contracts.

Kollhoff said he wanted a repayment plan locked in before the proceeds were reallocated, such as converting the temporary notes to permanent bonds or entering a lease-purchase agreement with a local bank. Before the vote, he said there is no payment mechanism for the notes today, that repaying them would require a tax increase, and that future interest rates are uncertain.

The commission previously reallocated $1,559,000 of the same note proceeds to bridge work, street resurfacing, Community Center HVAC improvements and the city's share of an airport hangar project.

Earlier version stated Kollhoff was remote. This was incorrect.
